Mommas who like to keep it local.?

Is shopping at a thrift store considered 'keeping it local'? So much fuss about not buying at places like Walmart and Target, but buying from a thrift store takes away from local business owners as well. Going to thrift stores is also more environmentally friendly since things are being used, and reused. Anyways, just wanted some opinions on this.
