Is there a law against toys in California thrift stores?

I see people on blogs and such talk about how they went to their local Salvation Army or Goodwill and found vintage toys from the 80's, but when I go to mine there's hardly any toys let alone a toy section. Sometimes they have a few stuffed animals, but no plastic toys. Why is this? Is there a law against plastic toys in California thrift stores for safety issues or something like that?
