Are all Control Tower employees in the US working for the Military?

I told my Uncle about how Captain "Sully" Sullenberger was speaking out about how everyone's pay had been cut in recent years. That everyone was effected, even the Pilots and employees working in the Control Towers. My Uncle says that that's impossible because the employees in the Control Tower all work for the US Air Forces ( or something similar -- I am really bad with all the names of the Military and junk). So who are people in the Control Tower working for? In just a Control Tower for an ordinary civilian Airlines. Is it a mix of US -- Military or whatever and people employed by the Airlines or are they only employed by the airlines or is it strictly US -- Military ( whichever branch, I get really confused.. I am very sorry! I know this is very irritating for some people that I can't get all the names and stuff straight.)
